The % on a package of chocolate refers to the percentage by weight of total cocoa content – both cocoa butter and all other cocoa solids – in the chocolate*. The higher the percentage, the darker the chocolate. However, because chocolate production allows for an enormous variance in sugar, dairy and other ingredients added. Not all chocolates of the same percentage will have the same bitterness or sweetness, etc.
